Windows 7 administrator can prevents other users from changing the desktop image or its presentation.
Step 1:Go to Start Menu ---> Run Dialogue Box and type gpedit.msc
Step 2: Press Enter. The Group Policy window will be appeared.
Step 3:Navigate to Local Computer policy > User Configuration > Administrative Templates > Desktop
Step 4:Select Desktop Wallpaper setting from right side pane.
Step 5: Open it and enable it.
Step 6:Specify path and name of the file that stores the wallpaper image. Also specify the wallpaper image be centered, tiled, or stretched.
Step 7:Press Ok
