At Windows Bootup Time, you can display instructions or message in Windows 7. These also can be done in earlier version of the windows.
Step 1:Go to Start Menu ---> Run Dialogue Box and type gpedit.msc
Step 2: Press Enter. The Group Policy window will be appeared.
Step 3: Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System
Step 4: In the Right Side pane select & open LegalNoticeCaption and enter a value that you want to see in the Menu Bar.
Step 5: Open LegalNoticeText and insert the message you want to display each time Windows boots.
Step 6: Close Registry & Restart for changes to take effect.
